The Goldhaber-Teller model is generalized in order to interpret the observed gross structure in photo and electroexcitations of light nuclei. A coupling between the isospin and spin-isospin modes is introduced under the requirement of the rotation, space reflection and time reversal invariances. It is considered that one of the two eigenmodes obtained should correspond to the giant resonance and another be responsible for the excitations at higher energies. It is shown that the comparison with experiment for O^<16> gives a support to the generalized model.
