When the public education system was established in 1872, early in the Meiji era, one of the subjects adopted was music education. At the time, however, Japanese education had no clearly defined objectives for music education, no teacher, no teaching materials, no teaching methods, and no instruments. Those charged with realizing the plan for a public education system groped desperately for a clue as to how to introduce music education. In 1872 the Ministry of Education established an office to investigate the matter of music education and appointed as head of this office Shūji IZAWA, who had just returned from America after a period of study. Izawa engaged Dr. L. W. MASON, director of music at a public school in Boston. Izawa and Mason concluded that vocal music education, by combining Japanese and Western styles, should be able to create original music. Songs to be used as teaching material were chosen by Izawa, Mason, and people in the office of which Izawa was the head. They selected songs from a wide range of well-known songs used in European and American schools and in Western hymnbooks. Their selections were compiled in an "Anthology of Songs for Schoolchildren". This study notes the deep relationship between the first edition of this anthology and the Japanese Protestant hymnbook.
