The end of the Cold War in the late 1980s has encouraged those of us who are students of political science to search for a "New World Order" that will take the place of the Cold War structure. It has become quite clear, however, that a monolithic and vertical structure like that of the Cold War period, a structure that would cover the whole world, is not likely to be reproduced in the years to come. Instead, a global governance system may come into being, a system in which various kinds of problem-solving regulatory bodies function in layers internationally. Above all, the governance system for the environment, or environmental problem-solving regulatory system, is bound to be the most important. For the demise of the earth and its creatures, including us human beings, will not result, if it should happen, from nuclear war as was expected in the twentieth century, but from the destruction of the global environment in the next century. Having said that, we hypothesize that the environment-governance system will be the area of regulation that will dominate the world of the twenty-first century. To examine this hypothesis is the purpose of this study.
