The purpose of this study is to reexamine the management of university courses, taking into consideration the course "American History of Politics and Diplomacy" which I have taught for the last seven consecutive years at one of the universities in Tokyo. The reason for this reexamination is that the time will soon come when all applicants to universities and junior colleges will be admitted without exception unless they insist on applying only to a particular school. This is due to the decreasing number of college age students. It is expected that the number of applicants will fall below the authorized quota of all universities and junior college in Japan. This means that academic standards will of necessity be lowered as a whole. It will be difficult for universities to play a role in "higher" education; they will have to move closer to "secondary" education. The universities will have to cope with this emerging situation, particularly by making changes in course management. A "life-sized education," which corresponds to the ability of the entering students, will become necessary. Any course which students cannot understand will be useless, even more so because the academic standard is expected to fall far below the level of university students in the past. Having said that, no class can be one-way with the teacher doing all the talking and the students only listening. Teachers must try their best to get feedback for the purpose of establishing intellectual communication with the students. One of the aims of university education must be establish communication and to have students actively engaged in the courses. Of course, life-sized education is not for all students-only for the ones who are willing to participate in the classes. Taking the above into consideration, "American History of Politics and Diplomacy" should be taught not in the way it has been taught in the past, interpreting historical events beginning with the colonial period. The course should excite students so that they will study by themselves, invigorating the management of the entire class. Exploring ways to attain this purpose is the aim of this paper.
