Most studies on the history of Bessarabia state that the administrative status of Bessarabia was changed from a special district (oblast') to a province (guberniia) in 1873, therefore, Bessarabia was integrated into imperial structures. However, the fact that Bessarabia's status changed from oblast' to guberniia does not necessarily mean administrative integration of Bessarabia by the imperial government. The local administration of Bessarabia, in fact, requested the position as guberniia from the central government for the purpose of getting more staff and money. Moreover, the relationship between Bessarabia and other "Romanian regions", for instance, Moldova, Wallachia, Transylvania, and so on, had a great influence on local politics and reforms in Bessarabia. Romania protested against the Russian language policy, and "the Inochentist movement" toward church services in Romanian occurred in Transnistoria and spread to Bessarabia. Therefore, it is necessary to understand Bessarabia not only as the periphery of the Russian Empire, but also as the border region, which related with neighboring regions, and to consider the merits and demerits of Bessarabia as the border region for the Russian Empire.
