The French political system appears to be getting closer to the British system. After the 1997 election, President Chirac appointed the leader of the victorious party as Prime Minister just like the Queen does. Still the French Parliament is markedly different from its British counterpart. Over ten thousand amendments per year are submitted in the National Assembly and about a quarter of them, mainly from majority parties or their members are adopted. In that way the French Parliament introduces public opinion into government policy. In the British system, on the contrary, government ministers remain within Parliament. Majority party identified with the government rarely has power to modify government policy. It is asserted that the British government does not make concessions, but it would be better to say that it has no competitor to concede to. The British Parliament has confined itself to a forum of debate between government and opposition.
