During the latter days of the Tokugawa Shogunate, the Tosa Clan established the Kaiseikan, which caused a large expenditure of money. The Clan, Therefore, drew up official currency as loans from within its territory and in return issued hansatsu or Clan bills. This gave rise to great inflation and, during the process, the Eikosaku usages, which had been advantageous to the tenantry, came to an end, ultimately leading to the reform of land tax. This paper tries to illustrate the above development by referring to the Shunji Jikicho, journal of the goshi or Country Samurai Shimamura Umanojo, and other sources.
