A method of selecting out a Liapounoff function which gives the necessary and sufficient criterion for the stability of a stationary state is presented. The argument on the necessary and sufficient Liapounoff functions given in a preceding paper is generalized to the cases of complex eigenvalues, and the method of selection is given also for such cases.
