Phenomenological and geometrical consequences of a model of the shielded fixed simple pole Pomeron, which has been proposed in a previous paper, are exhaustively investigated in the case of high energy proton-proton elstic scattering. This model gives a simple and rather natrual generalization of the celebrated Chou-Yang droplet model and is based on three postulates. Precise comparisons between the model and the CERN-ISR data on proton-proton elastic scattering are successfully performed. In particular, s-dependent features of dσ/dt in the region |t|≃0.2〜0.8 GeV^2 are closely examined, and it is shown that the point at which the increase of dσ/dt with s becomes zero is in the neighbourhood of |t|≃0.5 GeV^2 throughout the CERN-ISR region. Geometrical features of the present model are examined, and a critical comparison between the present model and the so-called geometrical scaling ansatz is discussed.
