A model of the quasielastic Raman and neutron scattering in glasses is suggested which is based on coupling of a vibration to a relaxation mode, the coupling originates due to anharmonic effects. Two realizations of the relaxation mode are considered: the first is based on fluctuations of the free volume holes and second is related to fluctuations of the boson peak phonons occupation number. The relaxation strength parameter is expressed through the free volume fraction in the first case and the Grunaisen coefficient in the second one. On the other hand, the numerical values of the fast relaxation and the boson peak parameters are determined from low-frequency Raman spectra of some polymers. A reasonable agreement is obtained between these values and predictions of the model.
