Level Dynamics and the Conserved Quantities

In the theory of level dynamics, a probability distribution function of energy levels is derived under an assumption that the number of the conserved quantities is greatly reduced. We examine a possible interpretation of the reduction: The levels in a local region execute an irregular motion on the invariant surface of locally conserved quantities. Other levels outside the region play the role of a heat bath.
