The velocity distribution of the fractal turbulence in R^3 is shown to be the stable distribution with the characteristic exponent D/2, where D denotes the fractal dimension of the turbulence. The diffusion process of particles in the turbulence and that of electrons in a uniformly magnetized plasma both can be approximated by the Levy process.
