By employing the generalized Stueckelberg formalism, an electroweak gauge model is constructed, which preserves all the successful low energy predictions of the standard Glashow-Weinberg-Salam model but involves no physical scalar particle (i.e., Higgs boson). The model may readily be extended so as to allow the electroweak ρ parameter to deviate from unity.
