The specific heats of ^3He and ^4He adsorbed on Y-zeolite are studied by considering the behavior of atomic clusters in a single void. A tetrahedral lattice model is used to describe the cluster behavior. Qualitative features of the observed low-temperature specific heat are explained. In particular, the model can predict a low-temperature peak of the specific heat for the case where three ^3He atoms per void are adsorbed onto the second layer.
