As a first step in a Cluster-Orbital Shell Model study of the mechanism of a-cluster formation in ^<20>Ne a resonating group method study is made of the ^<16>O+single nucleon system. The aim is the attainment of a realistic wave function for the single nucleon motion relative to the core and the development of a realistic single nucleon-^<16>O potential. For this purpose the wave functions are tested through their predicted bound state properties of the lowest 5/2^+ and 1/2^+ levels, and continuum wave functions are tested through phase shift, cross section and polarization predictions in the very low energy domain and the region of the lowest 3/2^+ resonance in ^<17>O and ^<17>F.
