A higher derivative regularization which automatically leads to the consistent chiral anomaly is analyzed in detail. It explicitly breaks all the local gauge symmetry but preserves global chiral symmetry and leads to the chirally symmetric consistent anomaly. This regularization thus clearly shows that the local gauge invariance has little to do with the consistency condition. We also briefly comment on the application of this higher derivative regularization to massless QED.
