We consider the conformal phase group that changes the metric spinor but keeps the metric tensor unchanged. We show: (1) The electric charge of a spin 1/2 particle can be fixed by its conformal phase weight M; -(M+1/4)=+1, 0, -1 for the positive, neutral, negative charges respectively. (2) If (1) is accepted, an associated gauge field does not interact with the neutrals but universally couples to every charged particle. We identify this gauge field with the electromagnetic field. Our approach is free from criticism against Weyl's conformal geometry.
