A scaling violating model is proposed within the framework of covariant parton model, on the assumption that a parton is an extended particle and has excited states. The structure function at small x involving a heavy parton exhibits some prominent features, that is, the behavior of the structure function essentially depends upon the heavy parton mass, the virtual photon mass, the scaling variable x and the derivative of the structure function at low energy with x. Its shape is fairly sensitive to the heavy parton mass. These features are considerably different from those of other phenomenological models of scaling violation. Systematic pattern of scaling violation in the FNAL kinematic region is compared with our model. General qualitative agreement is obtained. From the comparison between the prediction by the field theory and ours, the possibility of the existence of many excited heavy partons is suggested.
