The self-energy problem of the photon is investigated using an idea of renormalizing the light velocity. It is shown in §2 and §3 that the self-energy ⊿E and the alteration of the light velocity due to the interaction ⊿c are connected by the relation E+⊿E=p(c+⊿c), where E, p, and c are the energy, the momentum, and the velocity of a free photon respectively. In §4 c is renormalized on the ground of this relation, and a theory of the interaction of the electromagnetic and electron fields is given in a form which is invariant under Lorentz and a gauge transformation, and is free from the divergence of the self-energy of the photon. §5 is devoted to the description of the Lagrangian formalism of the theory. Calculations in this paper are restricted to the e^2 approximation.
