The framework of the cranking model for a high-K band is re-examined on the basis of the method of variation after projection. The derived equation is shown to be different from that in the 3D cranking model, even if the variational equation is restricted to be at most linear in the angular momenta J_k. It is found that there exists a dynamical variation δ<HJ_z>_L that prevents the realization of tillted rotation.
