We propose a model which has good features of the Regge-pole model and those of the dual absorptive model without requiring any parity-doublet mechanism in the s-channel. The basic assumptions of our model are the following: 1) The prominent resonance series have no parity partners at high energy. 2) The helicity-flip amplitude is described by the Regge-pole model with α_0 sime 0.5. From these two assumptions we obtain the helicity-nonflip amplitude which shows peripherality, i.e., Im F_<++> sime e^tJ_0√<-t>, where b_0 sime 1 fermi. Comparing our amplitude with the results from the amplitude analysis of the <π>N charge exchange scattering at 6GeV/c, we find that there need some corrections which show non-peripherality. Applying our method to the <π>N charge exchange scattering data, fair fits are obtained.
