The analysis of elastic and inelastic electron scatterings from 0^+, 2^+, 4^+ staes in Ne^<20>, Mg^<24> and Si^<28> is carried out within a framework of the rotational model. It is shown that a Y_4 term is necessary in addition to the usual Y_2 term in the single particle field in order to explain these transitions simultaneously. Intrinsic charge distributions are determined and quadrupole and hexadecapole charge moments of Ne^<20>, Mg^<24> and Si^<28> are evaluated to be Q_0=61, 67, 62 efm^2 and H_0=274, 45, 195 efm^4, respectively.
