The structure and stability of the Euclidean vacuum is quantum chromodynamics are studied by the statistical mechanics method. Applying the second virial coefficient in the cluster expansion of non-ideal gases to a weakly interacting instanton and anti-instanton system of the SU(2) gauge field we determine the density of instantons when the system is subject to constant external electric fields. Above the certain electric field strength there exist two branches of equilibrium configurations with high or low instanton densities, while below it no equilibrium state is obtained. It is shown that we have a critical electric field strength near but slightly higher than the above value and the equilibrium states on the lower branch corresponding to electric fields higher than this critical value are stable, while all remaining equilibrium states are unstable.
