Electric quadrupole-moments (Q-moments) in light mirror nuclei are studied using the shell model calculations with the proton-neutron formalism, taking account of the binding energy of the valence nucleon. The Q-moments of these nuclei are successfully described. The effective charges in the p-shell nuclei are found to be slightly different from those in the sd-shell nuclei. The Q-moment of the proton rich nucleus, ^<9>_lt:6>C_3 is predicted.
