In the United States, "charter schools" is the public school system that is free from most of the regulations by state laws. Recently, many people in Japan pay attention to charter schools when they discuss the school autonomy and accountability in the public school reform. However charter schools have so various forms of operation that it is difficult to know their actual situations. What control does the chartering authority have over charter schools when they enjoy the freedom as well as public funds? This article classifies the types of charter schools and control styles of chartering authority first, and then, describes how chartering authority controls each type of charter schools in Milwaukee, Wisconsin.
