Before the war, school songs have been generally believed to be utilized for "cultivating a moral character" by the basic policy of the ministry of education. In addition to this ordinary aspect, we shed light on the existence of a policy in the standardization of national language by a vocal sound, which had been driven by the ministry of education in modern ages.
