This paper diacusses HRD on the following three aspects: 1) A future industrial perspective of new and emerging businesses and of the necessity for moving the labor force from the established type of industry to the new growing type ; 2) Analyzing the issue of inter-company and/or intra-company conversion of jobs and jobtitles, as viewed from both individual capability and motivation to work ; 3) The new framework of the relationship between organizations and individuals within Japanese companies and also the changing trend in the employee, consciousness as linkes with such relationship.
