After the Sino-Japanese War, the Japanese military aimed to almost double its power compared its war-time strength. The army's general staff first division General Masatake Terauchi headed the project. This thesis follows General Terauchi as the army's expansion plans are included in the government budget and attempts to understand the military facets of the post-Sino-Japanese war operational period. The army decided to approach its future budgetary designs in two stages based on country's budgetary restraints of the time. It also kept secret parts of its plans in order to conceal them from Russia, the imagined enemy. This required the army to increase military spending almost to the limits of the national budget while preventing civilians from understand the aim was an overseas war. This thesis was researched using primarily materials available at the Japan's Defense Agency Archives.
