• Many studies have been made on the day nursery administration in Tokyo Metropolitan government among the term of Ryokichi Minobe, 1967 - 1979. These studies have analyzed the problem of (1) increasing of working Women, (2) shortage of day nursery in Tokyo Metropolis, (3) and the process of the movement to spread day care center. Many antecedent studies founded on the method of Marxism, however from the perspective the process of policy making has not been clear sufficiently. Through the review of the antecedent studies, we attempt to construct new framework of analyze for this study.
