Many of adult educational literatures in Japan have been putting a high value in the practice of organizing various learning activities. All the process of administration, making policies, planning, and making researches should be based upon it because it is considered to be the best means to turn particular learning activities to universal values. However, in lifelong-learning policies, adult educational practice tends to be replaced by lifelong-learning supporting system. This might reduce learning to reproductive process and negate productive and generative aspects of learning process. By analyzing previous discourses on the practice of adult education, this paper tries to extract the logic of "practical theory" and convert it into the logic of "theoretical practice". While "practical theory" depends on the representative model of theory, "theoretical practice" explore the new relationship between theory and practice.
