There have long been pros and cons among economists and policy makers about how telephone industry can/should be regulated. This article provides some empirical evidence about the effectiveness of recent regulatory innovations in the US local telephone markets. I find that 1) recent regulatory innovations concerning local exchange carriers may be responsible for improving technical efficiency; 2) local exchange carriers under rate-of-return regulation may not suffer from allocative inefficiency; 3) alternative regulatory regimes do not seem to yield any positive results in improving allocative efficiency.
