In postwar Japan the restructuring of agricultural co-operatives improved the finances of small farmers. This has been advantageous for creating technical progress in the agricultural industry. This study econometrically analyzes the effects of the improvement in a farmer's access to capital on agricultural technical progress. In the econometric model, the concept of state variables (Mundlak [16]) was introduced, and production, factor demand and technical progress functions were estimated in an inductive form. These are ad hoc models, but the effects of financial constraints on output, factor demand and technical progress can be evaluated. Estimated functions were co-integrated and the parameters of financial constraints were significant. The results implied that modern agricultural techniques to progress there needs to be improvements in financial systems. The financial policies and restructuring of agricultural cooperatives in postwar Japan contributed to technical advances in farming.
