The second decade of Meiji era is an epochal period for secondery education. In this period, decrees concerning the secondary school were arranged into a series of laws, while the objectives of the secondary school came to settle down to the society and also to the educational system. The significance of the arrangement of the secondary school can be summarized in the following three points: Firstly, in this period, they had a difinition of two objectives, namely, to bring up "local leaders" who were needed in the change and development of the society and industry in Japan in those days, and in this connection to "give higher general subjects" in order that one could undertake an occupation higher than that of ordinary men, or go up to the higher educational institute. Secondly, in this period, the secondary school was required, as its precondition, to be furnished with the subjects in conformity with the general teaching program for secondary school and to have qualified teachers, facilities and equipments in conformity with a general rule for secondary school. Thirdly, in the course of the clarification of the connection between three levels of the educational institution, viz., primary and secondary schools and university, by arranging the educational system in general, the position of secondary school became definite, whereupon the objectives, contents and levels of the secondary school education became definite.
