In the capitalistic economy capitalist plays an important sole in the economic activity. In this system attaining as much profit as possible by compelling long labor hour and low wages for many workers is highly evaluated. Industrial workers are in the very weak position in the capitalistic production system when they negotiate with capitalist concerning the amount of wages and labor condition. The most core problem which produces the "Exploitation of workers" lies in the creation of "Surplus Value" by capitalist. Social reformers have been tackling to cope with social disparity existing between capitalist and worker for many years. But their efforts were not attained. One, great leader appeared in Russia in the early 20th century. His name is Lenin, who contributed to transform the social structure and to succeed in Revolution in Russia. He made an enormous and courageous efforts to build a new society which is mainly controlled by the industrial workers and their representatives. New society is called Soviet-Russia, where public enterprises play an important role and not capitalist but workers play an important role in the economic activity. Before the Revolution productivity and technical ability im the production process were far behind compared with capitalistic economies of the West. Lenin and his followers tried to improve and innovate the production system and to speed up the amount of production very eagerly. But the task was more difficult than they expected. Many years passed away. And as the time passes, economic activity were speeded up gradually and the amount of production rapidly increased. Exploring how and in what way those progress were attained is a very important problem. We intend to analyze those problems and the causes of the collapse of centrally-planned economy in the next part of this paper.
