In this paper, we present an optimization problem for analyzing a packet flow control mechanism in computer communication networks, and obtain its dynamic programming type solution. In the optimization problem, the objective function to be minimized is given as the sum of congestion costs minus that of user utilities for packet communications. We also show that, using this solution, a packet flow control mechanism can be constructed, and a signal used in the control mechanism can be interpreted as a shadow price for a packet.
