The debate on linguistic relativism has made it clear， that language overlaps notnecessarily with thought or culture and vice versa． There is still some confusionhowever， with these two factors， when matters regarding language and culture arediscussed． Thereby the recognition of realities tends te be conformed and abstracted in the framework of language． Cultural and other important factors are often easiiy ignored and one may form his arguments in an arbitrary and misleading way． The present paper intends to systematically clarify the confused relation of language and culture． A complex system of human intelligence processes linguistic as well as other information into human actions， which have certain socio－cognitive meanings． On the basis of this system， the use of language can be explained as it functions in a real context． The first part of this paper will attempt to point out problems which can be observed in discussions in which there is confusion of language and culture． Some phenomena which are thought to be concerned with language matters often turn out to be with the cultural matters． A cemplex event besed on cultural and many other factors is sometimes explained only as a language based matter． The essential points can be disregarded or ignored．Further sections of this study including part two （a systematic description of languagemeaning） and three （a proposal of a comprehensive theory which interprets languagemeaning in socio－cultural context and concluding discussions） wiil appear in folowing numbers of this bulletin．
