The environment facing modern business-enterprise is dynamic and rapidly changing in not only national dimension but in international one. But it must adjust to it aggressively to survive and develop. Saying from the different standpoint a business-firm must transform the changing environment into a new business opportunity. The growth and development of business-firm depends too much on the vitality and competitiveness of business in which it engages. A business-firm must transform its business to attain stable profit in the development of industrial society. So it seems that a business has its historical life-cycle. Taking these into consideration what we call "Business Innovation" is urgently needed. The two main strategy is considered. The first is diversification strategy. This is a business strategy which try to create a new business area in making full use of manageial resources. The second is a "Merger", "Acquisition", and "Joint Venture" strategy. These strategies have a purpose to strengthen and improve the manufacturing technology and productive power and some times to reduce the time and money needed for "Research and Development" or to create a new business-area. To carry out these strategies efficiently business managers, in particular, top management plays a very important role. To create a new business, for example, in the new age of the Third Industrial Revolution which we are facing today a company must transform its business-management structure. As a result of it a company is compelled to change its old, traditional "Management Philosophy" or "Management Idea" from the ground up at the same time. And altimately it produces a new "Corporate Identity". We treat these management behavior as a "Management Development". And it seems that modern Business-Management must include and pay attention to the theory of "Management Development" in its study field.
