This paper describes an attempt to model "information behavior" of human com munication and media use processes. Although many "information behavior" theories have recently appeared, they have not in general taken account of the developmental standpoint. The propositions argued and presented here show that the human development is as follows. 1. The development of human beings is a history of creating new media within himself/herself. 2. The development of individual is also a process of forming mediation tools such as language. 3. Mind is substantially mediating process, and the computer-mediated communications are the extension of humans' mediating process as McCluhan noted in 1964. 4. Conclusively, to undestand and grasp the mediating proccss wholly, the author propse to base on the Vigotsky's theoritical and methodological reflections : the social construction of mind.
