Learners are the key participants in curriculum development projects and it is essential to collect as much information as possible about them before a project begins. This paper aims to examine the characteristics of individual EFL (English as a Foreign Language) learners in the 2^<nd> and 3^<rd> years at Akita National College of Technology. A questionnaire was implemented to investigate the individual learners' personality factors, such as learning preferences, selfesteem versus anxiety, extroversion versus introversion, motivation, learning styles and strategies. As a result, a variety of characteristics were recognized. The students had positive attitudes toward communication-oriented EFL learning and teaching, although they lacked confidence in their English abilities. In a learning-centered approach to EFL education, the students should be encouraged to develop learner autonomy and pragmatic communicative competence in English.
