Minority is the concept defined clearly only by the concept of majority. The border between majority and minority is not always clear, for it moves according to the scale of the unit under study. For example, Muslims are the majority in the Arab World, but they are the minority in the Mediterranean World, the part of which is the Arab World. Today, the problem of minority is the issue discussed related to the "Nation State". In this context, the minority is not only the small group in population, but also the group who rejects to be totally integrated into the "Nation" from the political or cultural viewpoint, supported by the self-consciousness of its members. Bedouins are qualified to be defined as minority in Modern Egypt. They had their own lifestyle, self-consciousness and pattern of action. They had the privilege of the exemption from one of the most important obligations for the "Nation" in modern age, that is the draft for military service. They were categorized as one of the human groups of non-Egyptians. Notwithstanding their independent position of the State which they took in the political and cultural life, bedouins have not been treated as minority in the academic and political discourses. Why? This small essay will reconsider the concept of Minority under the formation of "Nation-State" of Egypt, beginning with this simple and naive question.
