The word "Kokusaika", literally translated" internationalization" and used like "globa1ization" in English, is used in many fie1ds even in a political issue in Japan. To indicate "Kokusaika" of universities, the number of foreign students is one of the important factors but it does not reveal the rea1 "Kokusaika". In this paper the necessity of raising global consciousness of Japanese and foreign students to progress "Kokusaika" is discussed. According to the survey done through questionnaires, foreign students in Fukui University have a little more global consciousness than Japanese students but both of them need to raise it. To raise global consciousness, foreign and Japanese students should make efforts to get together. Unless the global consciousness of the students is raised, "Kokusaika" of the university wil1 not truly progress even if the number of foreign students keeps on incrasing.
