• At the coastal ports and harbors in Japan, small fishing boats have been operated almost to the limit when they enter a harbor under rough weather. The fishermen feel dangerous to sail into a harbor when they encounter a series of big waves around the harbor entrance. In other words, they can enter a harbor safely when small waves are forecast at the entrance. In this paper, we review the characteristic of the small wave grouping, the information necessary tor the fishermen to sail into the harbor. We propose the way to express small wave grouping based on the wave data at the harbor entrance.
