Usually, the local automomy in education is pointed out as one of the basic doctorines ruling the administration of public education. But in this doctorine there are two facets, which demand to be treated differently from the view point of the delicate relationship between law and education. The one facet is the participation of people to the educational administration, and the other is the participation of people, especially parents, to the school management. In the former, law is expected to work actively, but in the latter, the participation to the school management is expected to be implemented voluntarily by people because the uniform implementation by law is likely to affect the educational enterprise, for which "voluntary" is requisite. In this paper, I focus on the plan of "Local Conference on Education (Chiiki-kyouiku kaigi)" in Kawasaki City, which was initially intended to be customarily implemented by people but is now being implemented uniformly by law, and try to point out some problems arising from such implementation.
