In the conventional theory of school personnel organizations, the strategy to form them rationally on certain foundations of professionalism has been pursued. In recent years, however, the recognition that professionalism of school personnel is not necessarily constructed on certain foundations has been acquired, on one hand. There is still the recognition, on the other hand, that collaboration based on the consensus in each school personnel organization should be demanded. And yet, the relation between the two of recognition is not made clear. In order to inquire into the base of collaboration in the school personnel organization, we must pay attention to communication in the organization, and examine the mechanism of making a consensus through communication.
