Edmund Burke published A Short Account of a Late Short Administration (1776), the first of his many defenses of the Rockingham Whigs. This pamphlet is worthey of notice, but more important than the Short Account is his Observations on a Late Publication, instituled "The Present State of the Nation" which was published early in 1769. The Observations was a reply to a Grenvillite tract by William Knos which had blamed the Rockinghams for the prevalent political unrest. Burke refuted the Grenville Party and defended the Rockingham Party. His purpose was to speak as a defender of the Rockinghams. He sought to persuade his reader that the Rockingham Ministry had accomplished a great deal in a short time. In this Paper I examine the significance of Burke's Observations.
