I. The magazine "Newton" April, 2000 issue was a special edition on the topic of the Chang-jiang San-xia Dam. Stimulated by the contents inserted in this edition I would describe, in my paper, several points related to the economic development of Yunnan Province. II. The Yungtzu River (or Chang-jiang) and Yellow River (or Huang-he) both having their respective sources in Qinghai Province, northwest of China, are the longest rivers in the country. The two rivers flow through the east part of China where a vast granary is formed, and empty themselves into the Pacific Ocean. The control of frequent floods of the Yungtzu River and the navigability of marine boats up to Changqing along the river, and the securing of sufficient flowing water of the Yellow River are included in the current most serious problems in China. The middle part of the Yellow River is the birthplace of the Han nation of which the culture is complex and stratified. Those prominent figures who had been successful in flood control of the Yellow River which frequently overflowed since ancient times, were respected as king by the people. Then it was an important problem by which each of the then feudal dynasties was confronted, to control floods of the two big rivers since they began to rule the Han nation who had already broadened its power to the extent of the area of the Yungtzu River. Building of a dam across the Yungtzu River had been planned in 1919 by Sun Wen, the then President of Republic of China which was established after the revolution from 1911 to 1912. the government of People's Republic of China finally decided on this plan of Chang-jiang San-xia Dam on April 3, 1992. Then on November 8, 1997, the Yangtzu River was dammed up at the Chang-jiang San-xia Dam, after the Yellow River dammed up at the Huang-he Water Supply Center Dam on October 28 in the same year. III. In Yunnan Province there are three rivers running towards the south, two of which are the rivers Kingsha-jiang and Lancang-jiang with their respective sources in Qinghai Province. The third river is called the Nu-jiang River which flows from Tibet. These three rivers flowing through Yunnan Province come near with one another in a certain area : the distance between the Nu-jiang River at the west end and the Kingsha-jiang River at the east end is only about 80 kilometers away, and in the middle of the distance is the Lancang-jiang River. Among these three rivers, only the Kingsha-jiang River changes its flow to the east and runs into Sichang Province. The Nu-jiang River flows into Myanmar where the river is called the Thanlwin River. The Lancang-Jiang River flows through China and then further runs along the boarders with Myanmar and Laos where the river is called Mekong River. Another river called Yuan-jiang (or Hong-he) which rises in Yunnan Province, has enriched soil in the same province. This river flows into Vietnam where the river is called Song-Cai (or Song-Hong or Hong-ha, or Fleuve Rouge), and empties itself into the Bay of Tonkin. IV. The XV Representative Congress of the Communist Party was held on October 12 to 18, 1997, in which the "Tang Shao-ping Theory" was authorized by the Congress. V. The VIII-4 Conference of the People's Representative Congress was held on March 5 to 14, 1996. In this Conference the new long-term scheme covering up to the year 2010 that had been previously discussed by the Communist Party, was legislated together with the IX Five-Year National Plan (1996〜2000) that was later approved by the XV Representative Congress of the Communist Party. Then after, on March 5, 2000, the first day of the IX-3 Conference which continued until the 11th, Chinese Premier Zhu Rongji stated to raise a long-term national loan of Yuan100 billion (yen1, 300billion) for mainly the development of northwest of the country. VI. Since 1950's, the development of the Mekong River has been treated as an important project that is in need of international cooperation. However, because of various problems such as the prolonged war in Vietnam, the complicated problem of interests for 6 countries sharing the Mekong River, and so on, it was only in October, 1992 that a first economic cooperation conference at ministerial level of 6 countries (China, Laos, Myanmar, Thailand, Cambodia and Vietnam) opened. The conference has been held by those countries regularly once a year since that time. The fourth conference was held in Chenmai, Thailand in September, 1994, where the general plan of transportation and electric power was adopted, by which the development project of the Mekong River was further progressive. The long-awaited ASEAN of 10 Countries was completed by the participations of 4 members of the above conference : firstly Viet Nam on July 28, 1995, secondly Laos/Myanmar at the 30th ASEAN Foreign Ministers' Conference held in Kuala Lumpur from July 24 to 25, 1997, and lastly Cambodia at the participation ceremony held in Hanoi on April 30, 1999. Consequently it can be said that the general development of the Mekong River will get under way in the first decade of the 21st century. VII. In Yunnan Province, which is only province in China that has common national boundaries with 3 members of ASEAN, several development projects are being undertaken such as the general development of the Mekong River, the development of natural resources, the development of tourism and so on, at those national borders. Apart from these developments, the Province is also making its utmost efforts in developing the green economy. For example, the Province has already constructed some bases for development of natural living resources by making use of bio-technology under its unique natural and geographical conditions. The bases are mainly for the productions of flowers, natural medicines, heath foods, coffee, gum, sugarcane and tea as well as for the preservation and development of wild nature including raising of other plants and animals. VIII. It should be absolutely necessary that People's Republic of China should open its national boundaries with other countries so that Yunnan Province may attain its purposes said in above V), VI) and VII), under the policy of "Great Development of West" of the Central Government.
