The activation of organization activities is necessary for the function regeneration of the urban retail. But, the present condition of these organization activities isn't taken easily. This paper is tried to explain the present condition of the organization of the urban retail and the subject. Though organization-making of the urban retail could seemingly see it like an order style, it became vivid that there were actually many subjects in the communication activities in the inside and outside of the organization as that result. Moreover, a free store countermeasure faces though prospects are being made to a certain extent, and it continues, and it is a big subject in development of a business as the urban retail as for the management support of the individual store.
