A child is a Child him/herself, isn't "Little Man". Children have the unique stages of the development, different from the adult's. The early childhood education must be based on the children's development. This is the starting point and base for Chen He-Qin's education thoughts. In this paper, the author introduced Chen He-Qin's outlook on children, and the developmental characteristics of the children, and demonstrated that Chen He-Qin's thoughts of preschool education, contain home education and kindergarten education. The most distinctive features of his thoughts for the preschool education are emphasis on the children's experience, spontaneity and all-round development.
