The paper highlights the development of the teaching of Indonesian as a foreign language within as well as outside Indonesia. A brief background of the development of teaching Indonesian as a foreign language (TIFL) is described, including TIFL in Australia, which is the largest TIFL centre in the world. It also includes recommendations submitted at national congresses and experts' opinions on how to develop TIFL as well as the difficulties encountered in developing it. The problems in relation to the teaching materials, standardized tests, the publication of a journal, research and the training of teachers are also discussed. As an illustration of how TIFL in Indonesia is conducted, the TIFL Program at the Institute of Teacher Training and Education (IKIP) Malang is described. To conclude, the major obstacles TIFL programs currently face and the expectations for its development are discussed.
