A Proposal of a "Network Science" for a Telecommunications Management

A study on the standardization of Telecommunications Management Network (TMN) was initiated about 10 years ago in the ITU-T (formerly CCITT). In the beginning stages, the major target was the management of the Integrated Services Digital Network (ISDN). However, telecommunications as well as information technologies have been growing and adding new requirements for the management of telecommunications. This paper firstly summarizes the development of TMN Recommendations of the ITU-T in the past 10 years. Secondly, the progress of the TMN implementation is described with the success story in Japan. The history indicates the desirable direction of standards activities towards the future. Thirdly, a new concept of "network science" is proposed for the next step of TMN standards development, which will help study network architecture, network management, and network operation, on the common basis.
